Despite the best efforts of landlords, tenants & tenant advocates and various attorneys (including the ACLU) the St. Louis County commissioners just passed a new tenant landlord law. The new ordinance is attached for your reading pleasure. It goes into effect 12/31/15. The law only affects 1-4 unit dwellings. Distressed properties are definitely a target. Very severe penalties for non compliance- up to 1 year in jail and/or $1,000 per day fine.
There is a consortium forming to challenge the law in court as many of the provisions are vague and according to the attorneys who spoke at the county meetings, illegal.
